That worked for me -- if you look at > Properties, you can see that Scale to Frame Size is checked, so the > setting just isn't being applied automatically. Also, you can go to File > Preferences > Keyboard Shortcuts and set a shortcut for Item > Update Image. Ctrl + Shift + F12 worked for me and didn't do anything outside of Scribus.
