When you create a double-sided document, you are only doing 2 things: one is that you are displaying pages side by side in Scribus, and the other is that you create the concept of right and left pages, as you might have in a book. So these are really separate pages, and will print this way on a local printer. If you were giving this to a commercial printer you would want them to do an imposition of the material, so things end up side-by-side or on opposite sides of a sheet of paper as needed. To do what you seem to want you need to create single pages, with the layout reflecting your desire to fold the paper, so you print this out first, fold afterward.
