First of all, William, it's 1.3.3.14 -- that's the latest stable Scribus.

I'm not sure what is in the .zip file after you unzip it, but if you go 
here:

http://sourceforge.net/projects/ghostscript/files/

you can get gs871w32.exe (will be for 32-bit Windows), which will be a 
ghostscript installer you can run to install ghostscript.

This should create a gs directory, inside of which is a gs8.71 directory 
(or something similar), inside of that is a directory named bin, and 
inside that is where this gswin32c.exe executable is.

Use File > Preferences > External Tools to set this up in Scribus.
