I want to be able to see the background image and the guides simultaneously. Right now the background layer has nothing on it and the guides are visible on that layer. Layer one has a full width image I am using as a background. Layer two is where I will place my text.
No matter how I stack my layers if layer one is made visible it covers up the guides.
