You set colour management policies in preferences, which may be toggled on/off 
from the status bar.
When active you can assign alternative "input" profiles from the Image tab of 
the Properties window. 

Destination (output) profiles are used for specific printer/inkset/media 
combinations. 
Higher-end inkjet printer use RGB (output) profiles which can be set from the 
printer driver.

AFAIK, you're not going to find application of ICC profiles in the printer 
dialog. This is in Preferences > Color Management.
