I have gimp 2.8.16 on Fedora 23. I could change the comment with Image -> Image 
Properties -> Comment, save the image, and see my change with exiftool.
You are right about the File -> Properties -> Advanced. It shows a pencil icon 
in front of some of the values and lets you change them, but it doesn't save 
them and writes "Not implemented yet (EDITOR_PROC)" to the console. I just 
tried it now. I didn't realize that it didn't work.
gimp is probably overkill, but if they are already using gimp to make the 
images or to add the text, then they could add the exif comment at the same 
time and the jpeg recompression wouldn't be an issue. Another option would be 
saving from Scribus in a lossless format like tiff and then opening the tiff in 
gimp to add the comment.
