I would expect the scribus-trunk PPA to work for Kubuntu xenial (16.04). It works on "regular" Ubuntu 16.04. I do not know when 1.5.3 will become the new scribus-ng in the PPA, but I'd wait for that to happen for production use (it's currently 1.5.2, and I'd expect 1.5.3 to land soon).
Ubuntu releases older than 16.04 ship with too-old Qt libraries; 16.04 is the minimum release required for 1.5.3.
