Hi Colin, Welcome aboard! You don't say which Scribus version you're using, but it's important for drop shadows to either be using 1.5.3, or a snapshot of 1.5.4svn. There is also in the online manual specific instructions and some demo images of the results. Open the manual (F1), and look under Scribus Basics > Drop Shadows. Let us know if you have questions.
