According to the wisdom of the Interwebs, you will find prefs150.xml
in C:\Users\<username>\AppData\Roaming\Scribus on Windows. AppData
probably is a hidden folder, so you may need to enable "show hidden
folders" in the windows explorer.
FYI: On windows, there is a shortcut to open the current user's appdata
folder:
Press the Windows key and R to bring up the Run box. Enter %appdata% and
press ENTER. This will open a new explorer window which should (among
others) contain the Scribus folder you are looking for.
Btw. if you don't want to delete the config file, renaming it (e.g.
prefs150_old.xml) might work just as well.
