In Privacy & Security set to "allow from the App Store or Apple approved
developers"
Then Control-click (aka right click) on Scribus and choose "open"
This will ask you to confirm that you want to open it...
This only has to be done once, thereafter just double-clicking on
Scribus will start it without foofara...
