I am using Scribus 1.5.6 on Ubuntu
Paragraph styles do have all the features needed

 * keep together together (suitable for titles)
 * keep with next paragraph (also suitable for titles, not for main text
paragraphs, of
   course)
 * handling of widows/orphan lines (keep together at least 2 lines at the end
of the
   beginning of a paragraph.

Unfortunately, *none of these work* in my installation
I do not know why...

I'm not a heavy user of paragraph settings in Scribus myself, but one thing
worth checking is that not *all* paragraphs have the "Keep with next
paragraph" attribute. This has happened to me in the past with LibreOffice,
and it took me a while to figure out what had happened...

With kind regards,

Bert
