This is one of those situations where it's not so hard to do this without using 
a script.

Start with a horizontal line, made by holding down Ctrl, starting roughly at 
the X-Pos and Y-Pos you want then across the page.
Use Properties to get the X-Pos, Y-Pos precisely correct, and adjust the Width 
in Properties (this is really the length).
Now adjust the thickness and color of the line to your liking.
Making sure the line is still selected, now use Item > Duplicate/Transform > 
Multiple Duplicate to make the required number of copies, with your 2mm Vertical Gap. 
If you make too many or not enough, just click Undo, and repeat the Multiple 
Duplicate process. You could alternatively delete the extra lines, or select the 
lowest one to make a few more.

Next make a vertical line, holding down Ctrl, roughly positioning, then adjusting 
"Width" and X-Pos and Y-Pos.
Fix thickness and color as needed.
Now use Multiple Duplicate again, this time with the 2mm Horizontal Gap, for 
the needed number of copies.

After this, you're done, except perhaps changing the color of the borders if 
you want. Save the file for future use.
