For headers to "stick" I use "gabarits" i think it's master in english. It's a 
template you create for each section and then it appears on all pages that you 
want it too. You can create severals. If you right click on a page and apply 
the gabarit of your choice. Very powerful feature. Not sure though this is what 
you wanted to do?
You might want to keep your old 2014 install just in case you don't like the 
new on, then you can re install it. But chances are you will love the new 
version. I was very impressed with the update in 2021. It's great, they've 
obviously worked very hard since 2014 but the release early 2021 is wonderful. 
No more strange bugs with resizing things, the handles work fine. Much less 
lags. No more problems with layer order in gabarit not being respected in 
documents. Import of files like pdf and svg works better. They've really done 
great work. Tableaux (tables?) are still complicated to use (can't apply text 
styles to several lines or columns and strange bugs occur sometimes when 
resizing lines, especially after collapsing cells) but with patience, you work 
it out, and for all the rest, great huge improvements.

I last used Scribus in 2014 so I am out of date, but I need to upgrade a

Firstly, headers.  If I have a doc with Header 1, Header 2, text, Header 2,
text, Header 1 etc, and want to "stick" the text to the header so that the
header is not orphaned at the bottom of the page, can I do that? I suspect
not, because I am using V1.4.8 and I saw a note a moment ago that said this
option is available in 1.5.x (can't remember the exact number) but not in
earlier versions.  So do I need to update to the latest, or almost latest,
Version?

 

Second question, upgrade.  Should I upgrade. I note the version I currently
have is described as latest stable, but my 7 year old experience with
Scriptus is that it was always pretty stable so maybe that's not an issue.
