Hi Jonathin, I am not sure I understand the question; but if you mean outside of Window-Eyes, (not related to its apps), when you click on a .vbs file you get a question asking you if it's ok to execute the vbs file, then yes, I believe you must have downloaded the .vbs file, and so it starts out with a blocked status until you unblock it in the same "properties" dialog.
