OK, no modifying this puppy but I did find the inclusion of Microsoft and
some sappie voices in the Eloquence group interesting.

Hi, Rick.

Eloquence is not SAPI. They're completely different engines. I would avoid
making any changes in this file. All of the settings are handled by the
Window-Eyes UI. Making changes directly to the synths.ini could result in
unexpected behaviors.
