To keep your CPU safe I would recommend to replace those 10 ohm 
resistors with something larger (470 ohm or more)...
Furthermore to test your setup try writing all '1's to the output ports 
and check if all leds light up, or take a voltmeter and check the ouptut 
pins. Maybe all LEDS are mounted the wrong way around ? (The longer pin 
is usually the positive or anode but some manufacturers mix them up)
