It all depends on what programmer you want to use.
I have a pickit2 programmer, and pk2cmd does it for me.

If you have other programmers, such as ICD2, you could try with piklab

http://piklab.sourceforge.net/

(BTW, it can use pickit2 as well). Piklab is one of the most complete
and user friendly PIC tools for linux I have found so far.
