I assume that the package manager on linux only recommends the gputils package and does not require it. Because if you don't do PICs you don't need it to use SDCC. AFAIK on linux there are even separate packages for SDCC non-free (PIC libraries) and regular SDCC.
For Windows you can get the gputils installer here: http://sourceforge.net/projects/gputils/files/gputils-win32/ Are you saying that you expect the SDCC installer to check if gputils is installed?
