We will release 3.7.0 this month. It is too late to make such a change before 3.7.0. I hope we can find a position on these vendor copyright claims regarding register location headers before 3.8.0 (which we intend to release later this year). We might consider vendor's copyright claims invalid, and assume that copyright does not apply to the headers. That would allow us to redistribute them as part of the normal library (and we could do the same for the pic headers). But even if we accept the vendor's copyright claim, we probably could redistribute the header the way we currently do for the pic headers (in a separate directory for distributable, non-free files.
