I've just checked in the beginnings of Win32 build support. I'm not
convinced it's right or even working, but there should be enough there
that the breakage lets us know what's up.
In particular, fetch_includes() may be complete wrong. If
$ENV{INCLUDE}, $ENV{LIB}, or $ENV{PATH} isn't set correctly, things just
won't work. Fortunately, they'll give errors.
find_header() is ugly but encapsulated.
