Personally I use Mr. Bones.  http://github.com/TwP/bones  It has matured and
kept up with what I want for a long time (I've never been able to stand
hoe).  I like being able to choose whether to freeze the rake tasks in a
project or not and to be able to create my own project skeletons that I can
reuse.
