I'd look at http://railsrumble.com/ and its sister: http://nodeknockout.com/
Depending on the size of the conference you might run multiple pools like
rails rumble does. But the question I have is why would I go to a
conference to hack instead of paying attention to the conference? Is the
conference free? Are the talks really that bad?

I know very few companies encouraging they developers to participate in
competitions. What's the value for the company? Can't they do it in their
free time?  I guess if you provide an awesome way to advertise or to
recruit, then maybe some companies will be motivated.
