Webmon (http://webmon.com/) is pretty great for outside-looking-in
monitoring and has pretty fine-grained controls.

Combine that with something like Librato (throw any metric you can come up
with at it and set alert thresholds) and you can get solid insight into
just about everything. Librato has particularly great AWS Cloudwatch
integration if you happen to be using AWS. It can take some time to wrap
your head around creating useful graphs based on custom metrics, but I've
found it very worth while.
