One option would be to use raw SQL statements in your migration, like
this:
def self.up
execute "INSERT INTO authors_books VALUES (1,1)"
end
def self.down
execute "TRUNCATE authors_books"
end

Thanks.....I think that's what I'll need to do.
Does the "TRUNCATE authors_books" in the drop wipe all of the new rows?
