Your first step should be deciding on requirements: what exactly do you want the code to accomplish? Go into as much detail as you can, thinking and writing about it will help you understand the problem better. Once you have a reasonable set of requirements, you can show that to people and either a) ask for a quote, or b) state an amount you're willing to pay and see if there are any takers.

But first things first; we can't help you if we don't know precisely what you wish to accomplish.
