There's nothing stopping a module from doing their own release. I'd keep it in 
the 3.1.X releases though to say its compatible with Seam 3.1. I also need to 
bring up the idea of a DeltaSpike sandbox so we have somewhere to put all these 
extensions before they are pulled into the core. I haven't gotten to it yet
