Allow fine grained control of seam managed transactions

Seam managed transactions should be controllable on a per view basis, e.g. you
should be able to turn them on for /app/crud/* and off for /app/complexpages/*
Also we should look at the possibility of having a 'partially on' mode where
seam only manages the transaction in the render response phase, and leaves the
app to manage its own transaction for the rest of the lifecycle.
