Currently, security restrictions against a view are only applied at the Restore
View, Render Response and Invoke Application phases. This should be expanded
to allow a dev to specify any phase, as there may potentially be a use case
requiring such a restriction, and the framework shouldn't forbid it for
arbitrary reasons.
