Look to create a GEO/Location API for apps. Also create an SPI based
implementation with view to using an existing framework (hopefully one exists).
Find out whether there are any existing Geo and location based Java frameworks
that could be utilized, whether there is a common API that we can apply on top,
and to CDI it.
