I haven't been able to reproduce here.
make -j16 works fine for me, for a completely clean build.
And I have no detritus from a make followed by a make clobber, and the
subsequent repo sync works fine. But I always run lunch, and that is a
required step, so I wouldn't expect things to work without it.
