I resolved it when I switched to this compiler:
arm-eabi-4.6
Normally I use the newest, but it fails.
Yes, I also cannot build that kernel with 4.7.
And the instructions on
http://source.android.com/source/building-kernels.html
still say to use 4.6, although that page is updated rather infrequently.
