Yes, I think you just need a newer version of setools.
Use the upstream release 3.3.8 or use a more modern Linux distribution.

We also just upstreamed a change to enable building of dispol
(checkpolicy/test/dispol.c), which can be used to dump the (expanded)
allow rules from the binary policy file.
