IIRC none of the install time mmac controls are supported by AOSP. I'm surprised that even loads that mac_permissions.xml file.
Stephen just recently deprecated all the seandroid bitbucket branches but you could port/foward-port that feature if you need it. However, its no longer maintained by him, so do so at your own risk.
