Things are looking up! According to a recent survey conducted by Search390.com and other TechTarget Web sites, the dark clouds that have all but smothered IT budgets over the last few years may be clearing up.

Of the nearly 750 users who participated in TechTarget's 2004 IT Spending Survey, sixty-two percent reported that their overall IT budgets will increase in 2004. It seems many of those IT projects once relegated to the proverbial backburner will finally make it out of the box.

Small-to-midsize businesses are most likely to make a go of this optimistic trend. Tom Pohlmann, vice president and research director for Mass.-based Forrester Research, points out that recent Technographics research predicts only modest spending increases -- 32 percent -- among companies with at least $500 million in annual revenue.
