So instead of stopping somewhere to buy a ticket and scratching it up, you could log on to a Web site and charge a ticket to your plastic. If the idea survives the considerable legal hurdles, it would be the first e-lottery in the nation. The idea here is to out-convenience the convenience stores by appealing to techies and computer-bound people.
