COBOL 85 vs. VS COBOL II

What is difference between COBOL 85 and VS COBOL II? Shall I use VS COBOL II for microcomputer applications?

Do you know if the DLL option in C has changed between the old and new compilers (C/C++ for OS/390 r10.2 to C/C++ for z/OS r1.6)?

Is there any way to compile the program without having to BIND the SQL statements? Is there any possibility to compile the COBOL code alone and link-edit with the old PLAN (maybe by editing the timestamp)?
