First, many administrators typically wait at least six months or longer before installing a new release; this provides time for bugs and (more importantly) their fixes to appear. In addition, many shops have finally evaluated OS/400 V5R1 for general usage and compatibility with existing packages, and they may not have the time or resources to re-evaluate how yet another OS/400 version fits into their environment. Put simply, just because OS/400 V5R2 is announced doesn't mean V5R1 instantly disappears. People will still be installing it in the near-term, and it's important to ferret out necessary considerations so that the installation goes as smoothly as possible.
