It uses a method called Markov chains, where it analyses the input text, determining which words are more likely to come before and after other words, and randomly working from that information. I've heard that the way these usually work is that on webpages, Emails, etc. the nonsense text is just a placeholder, and is not visible to sighted people because the spammer has placed an image on top of it, where the image actually makes sense in the context of whatever crap the spammer is trying to throw at you. There are many ways of generating nonsense like this from a pool of normal text.I rather assume it was not a human who entered this text at all, but a script/program. So while the scenario of somebody mumbling into a voice dictation system is very entertaining (I've done it myself just to see what would happen!) that's probably not what's going on here.
