Bug#272531: apache2-common: force-reload does not retain SSL define.

The startup script as shipped with apache2-common fires up apache2 with
-DSSL when called with argument "start", but doesn't pass this argument
to the apache2ctl calls that are used in various other targets, most
notably in the force-reload target, which in turn is called from the mpm
postinsts. This potentially breaks a user's SSL setup on package
upgrades. (It certainly breaks mine.)

Bug#272476: %b size is wrong for partial downloads

An example from my log file (1284637 is %b and 50680 is %O):

00.000.254.82 - - [20/Sep/2004:11:46:12 +0200] "GET /main.cvd HTTP/1.0" 200

I remember that this used to work until some probably recent update...
Getting %b right to the byte is not really important, but partial
downloads should not be accounted in full.

Range GETs are correctly logged:

00.00.170.16 - - [20/Sep/2004:11:46:10 +0200] "GET /daily.cvd HTTP/1.1" 206 512 
(826) "-" "clamav/devel-20040517"
