That's on purpose. Since debian-goodies is a package containing many small programs it wouldn't be wise to put all their depedencies in "Depends", because not everyone uses every tool. But we could add the hard dependencies for each program in the package description like devscripts (a similar package, but for package developers) or hobbit-plugins (another program collection) do it.
