One possible explanation is that you had the input device mode set to
Window instead of Screen - see https://docs.gimp.org/en/gimp-
pimping.html#gimp-prefs-input-devices

This is useful occasionally if you want to have the full size of e.g. a
graphics tablet mapped to an image window.

I have managed to resolve the problem by removing .gimp-2.8 and
restarting gimp.

I have kept the old version of the directory around, and am willing to
upload it somewhere if it will help to resolve this bug.

my bad Volodya; i misread the bug report. i'm on ubuntustudio thats
probably why i have the ARandR. I've been told ARandR has been replaced
by XFCE display (the entry that you have in settings manager) I'm afraid
i can't help you more than this. Best of luck tho!

I was unable to reproduce the bug with a single screen, nor a dual screen. 
Volodya: maybe there is an overlap in your ARandR settings? I'm just doing a 
wild guess here, but if you havn't already check it: you will find the ARandR 
settings in the Settings Manager in the "hardware" section.

I should clarify that no such things happen in any other application.

My hardware section has: Additional Drivers, Bluetooth Manager, Display,
Keyboard, Mouse and Touchpad, Network Connections, Power Manager,
Printers, Removable Drives and Media. None of these can be abbreviated
as ARandR, so i don't understand what i should be checking.
