Figured out a work-around: ensure the matching state of the rename rule matches the end-state of the rename rule so the networkd state machine stops flopping between the two rules. There does seem to be something unusual going on with the lan78xx re- initializing (or restarting?) part way through the boot sequence, causing another round of renaming to kick off (and then everything fails).
