[DX-NEWS] DXpedition to ZL7 - Chatham Island

Hi All

The Kermadec DX Association is going to undertake a DXpedition to Chatham
Island ZL7 later this year.

We realise that ZL7 is not the most wanted country in the world but because
of the proposed timing of this DXpedition we anticipate making a
significant amount of contacts with both DXers and contesters alike.

Due to the non availability of some members of our very successfull ZL8RI
and ZL9CI teams we are now looking for additional operators who are
experienced in both CW and SSB operation.

As this will be 24 hour per day operation we are looking  for operators who
feel they have the willingness and ability to operate during both day time
and night time.

If you are interested and would like more information please contact the
undersigned DIRECT  and please DO NOT respond to the reflector.

[DX-NEWS] 7X0DX

Hello,

Mirek SP5IXI/9V1XE in the end received all the required papers and 
yesterday started activity from Algeria as 7X0DX. 

He is active mostly on CW. He informed that today he will try some 
activity via RS13. Tomorrow we can look for him on RTTY and SSTV also. 

Mirek got the license just few days before his departure from 7X (March 
18) so he will try to be active as often as possible. However he is on 
business there so he can be active only during his spare time.

Mirek has no antenna for 80 meters nor the top band. SO look for him on 
bands from 40 meters to 10 meters. The license is not clear about the 6 
meters. Mirek will try to contact PTT in 7X to explain if it is possible 
to operate on 6 meters from ALgeria.

recent
7O1YGF
operation.

Thats true!

We were not able to get a piece of paper stating about the operation.
That was
NOT our fault.
During our operation the Ministry of PTT received faxes and phone calls
from
amateurs around
the world, asking for the legetimacy of our operation.  One of the fax
senders
was
DXCC Specialist Bill Moore, NC1L. This wasn't too helpfull. Wayne
afterwards
apologised for that.
To get 7O1YGF credited for ARRL awards, Wayne want to have a written
document
either faxed
or mailed from the Ministry of PTT in Sanaa DIRECTLY to ARRL
Headquarter, not to
us!
As I'm not a newbie in dxing, I never heard before from such practice.

Our operation was legal, verbal licence (Callsign 7O1YGF) was given to
us upon
arrival. They denied
the second call (7O1II) for which we applied. We brought our equipment
with us,
total of 220 pounds,
including two 5 element logperiodics. The operation site was in the
diplomatic
quarter in Sanaa, appr.
400 yards away from the HB9 and DL embassy. This area was heavily
controlled by
Police and Army
day and night. Everybody could see our antennas, one was mounted on a
55ft tower
and the other one
top on a three story building.
We where supervised by the Chief of the Secret Police twice. He didn't
complain
anything.
What would be happened if our operation was not legal?
After 9 days and 35k qso's we were forced by the Police to end our
operation,
what we did immediatly.
Nobody was arrested and all of our equipment was taken out the country.
Thats the story.

AND our operation did not reflect badly on Amateur Radio but those who
opposed.
We know the
callsigns and names.

So, its on you to discuss if verbal permission is ok for any ARRL
sponsored
award or not.

 something off the list really isn't an option.

 Now this is a major point: ARRL does not want to encourage any activity that
 will reflect badly on Amateur Radio. If we were to issue credit for an
 operation against the wishes of the appropriate authority, Amateur Radio
 could suffer. Therefore, we would like to see tangible evidence that an
 Amateur Radio operation is not illegal. Think about that one for a while.
 This usually means a paper license, but not necessarily. North Korea is
 not the USA or France. As far as we know, Amateur Radio in the DPRK is not
 defined. To expect a license in writing like you get from the FCC may be
 unrealistic in some situations. In general, if someone in a high enough
 position says something is OK, and no one in a higher position says that it
 is not, it's probably OK. What happened in the first 7O case (7O1A) was that
 someone said it was OK, and then someone in a higher position said it was
 not OK. We are not in a position to argue.

 (In the second case (7O1YGF) no
 documentation was ever submitted,

 so no should be waiting for us to make a
 decision on accreditation.) Every case is different. Too many rules about
 these things don't help, and making comparisons to the way things are done
 in the US or Europe are meaningless.

This week's bulletin was made possible with information provided by
Tedd, KB8NW, the OPDX Bulletin, QRZ DX, PA3GIO, The Daily DX, WA7BNM
and Contest Corral from QST.  Thanks to all.

VIETNAM, 3W.  JI6KVR, JA6IEF, 3W2LI and 3W2KA are active as XV3C,
3W3C, 3W2LI/3 and 3W2KA/3, respectively, from a new IOTA in the
South China Sea Coast North Group, called Cham Island.  They are
working in a non-stop operation with two stations active until their
departure on March 18.  Activity is on 160 to 6 meters on SSB and
CW.  QSL XV3C via EA5KB, 3W3C via EA5RM, and 3W2LI/3 and 3W2KA/3 via
operators' instructions.

MALAWI, 7Q.  Harry, G0JMU is QRV as 7Q7HB until April 28.  QSL via
G0IAS.

QATAR, A7.  A71MA has been QRV on 80 meters around 0200z and 20
meters around 0420z.

SAN FELIX AND SAN AMBROSIO, CE0.  Look for XR0X to be QRV from San
Felix, IOTA SA-013, beginning March 17.  QSL via N7CQQ.

TAJIKISTAN, EY.  Alex, EY8CQ has been QRV using RTTY on 20 meters
just after 0200z.  QSL via DJ1MM.

DOMINICAN REPUBLIC, HI.  Bert, PA3GIO is QRV as PA3GIO/HI9 until
March 21.  Activity is on 80 to 10 meters, including 17 and 12
meters using SSB.  QSL to home call.

GUANTANAMO BAY, KG4.  Pick, WA5PAE and Jay, K4ZLE will be QRV as
KG4IZ and KG4MO, respectively, from March 21 to April 29.  Most
activity will be with CW, and emphasis will be on 160 meters.  QSL
to home calls.

OGASAWARA, JD1.  Aki, JD1AMA has been QRV on 30 meters around 1130z.

NAMIBIA, V5.  Flo, KL7/G4DMA will be active from Aris as V51/G4DMA
from March 17 until the end of the month.  Activity will be on 80 to
6 meters.

DUCIE ISLAND, VP6/D.  The Pitcairn Island Amateur Radio Association
hopes to be active beginning around March 18 for one week.  They
expect to be QRV as /MM prior to the arrival on the island.  Two
stations will be QRV on 15 meters using CW and SSB for 24 hours a
day, with stations active on the other bands as well.  An additional
station will be QRV on 6 meters, and some activity using RTTY is
likely.  QSL HF via VE3HO and 6 meters via JA1BK.

IRAQ, YI.  Peter, YI9OM has been QRV on 12 meters CW between 1300
and 1400z and then from 1800 to 1900z.  QSL via OM6TX.

ASCENSION ISLAND, ZD8.  Jim, N6TJ is active as ZD8Z until March 21.
He operates on all bands using CW and SSB, with a special emphasis
on 160 meters and the newer bands.  QSL via VE3HO.

TOKELAU ISLANDS, ZK3.  Udo, DL9HCU is QRV as ZK3HC for one week.  He
likes to operate QRP on CW usually on 20 and 15 meters.  QSL to home
call.

THIS WEEKEND ON THE RADIO.  The BARTG Spring RTTY Contest, Russian
DX CW Contest, Virginia and Montana QSO Parties, YL International
Single Sideband System QSO Phone Party, QRP Pesky Texan Armadillo
Chase and the AGCW VHF/UHF Contest will certainly keep contesters
busy this weekend.  Please see March QST, page 102 for details.
