In preferences->Tool options, configure the "move tool" to "set the layer or path as active". I don't believe that you can. For one, generally speaking, GIMP is a raster-based image program and thus does not have the notion of objects. If you don't want to keep going back and forth between the Layers dialog and your image, then another option is to right-click on the image, go to Layer and pick an option. Most of those options also have shortcuts on the keyboard, so you could also utilize those.
