That is not one of our accounts; we never released the old Batch API on PyPi. 
see (FLINK-9786)

Publishing on other distribution channels that are not owned by Apache isn't 
trivial, there've been quite a few discussions on the legal/infra mailing lists 
about it, primarily related to docker.

The release to PyPI should not be taken lightly, and requires a proper 
investigation in what is necessary. Might also be a good idea to check how 
other projects are doing it.
