Old josm version don't get newer plugins. So when your user had a version
requiring 4980, but he only has 4878, then he did no use the internal
plugin interface to download it. When users download files by hand, then
automatic methods do not work.
In this case simply do a "plugin update" in JOSM, which in this case
results in a real "downgrade" to the last valid plugin for this version.
