Yes, the bisect reported commit da2ba564a6dcf46df4f828624ff55531ff11d5b0 as the culprit. To see if that is the case, I built a kernel with that commit reverted. This kernel seems to fix the issue. I am able to login via the login screen. I started a kernel bisect between v4.11-rc6 and v4.11-rc7. The kernel bisect will require testing of about 7-10 test kernels.
