The issue is that SAPL does not treat the LOADPARM is a requirement. You would expect a 1010 wait state if SAPL couldn't display the panel, but that's not what SAPL does. Thanks for the help. It turned out the directory entry generated by the 2nd level install for an SSI had the console set to 0020 and I have always used 0009 for the directory entries I create. My guess is that your console isn't really at 9 so SAPL doesn't appear, but is at an address specified in your system configuration file so you get the prompts. I don't know if it matters but the page shows a 'set machine esa' command just before the IPL command.
