I have made subtitles in English and Italian for David Ellams video tutorials [1] [2] with Universal Subtitles. If someone doesn't know it: "Universal Subtitles is an easy way for anyone to add subtitles, captions, or translate nearly any video on the web. It works in a collaborative Wikipedia-like fashion . The software is free and open source and can be used and improved by anyone." (F.A.Q.) Subtitled videos can be easily embedded in webpages, see "Embed this video in your site" in [1] and [2].
