Calling... sudo service network-manager restart ...resolves the problem. However, there must be some kind of underlying bug in network-manager which requires it to be restarted after every suspend/resume cycle. Just installed Ubuntu 16.10 on my MacBook Pro. I have this bug 100% of the time and can recover the wifi by restarting the NetworkManager service.
